The Census Bureau counts 13,662 veterans in Kootenai County against a July 2025 population estimate of 191,864, and another 4,288 in Bonner County against 54,420. That is a larger share of the population than most people assume, and it is not driven by an installation inside the county — there is no base in Kootenai County. It is driven by people who finished a career somewhere else and chose to retire here.
Two things pull them. The first is Idaho's $1,500 property tax benefit for veterans rated 100 percent service-connected, which carries no income limit at all. The second is Fairchild Air Force Base outside Spokane, 37 road miles from Post Falls, which puts a commissary, a base exchange, a medical group and a retiree community inside a reasonable drive. Add the Coeur d'Alene VA Clinic on West Emma Avenue and the Idaho State Veterans Home in Post Falls, and the support structure exists on this side of the state line.
The honest part: the property that draws people here — acreage, a well, a drainfield, a gravel road, a shop — is exactly the property a VA appraisal scrutinizes hardest. A 100-foot separation between a drainfield and a well is an Idaho rule, not a suggestion, and it has ended more North Idaho VA deals than credit scores have. That is the part of this page worth reading twice.

VA requires a continuing supply of safe, potable water. The testing guidance is specific: all testing must be performed by a disinterested third party, and that includes collecting and transporting the sample. The buyer cannot draw it. Neither can the seller or the agent. It has to be the local health authority, a commercial lab, a licensed sanitary engineer, or someone else the health authority accepts. The result is good for 90 days from the date the health authority certifies it — past that, you test again. Long escrows on rural parcels routinely blow through 90 days and nobody notices until the file is at underwriting.
VA defers to the local health authority on water and sewage, and in Kootenai, Bonner, Boundary, Benewah and Shoshone counties that is Panhandle Health District enforcing IDAPA 58.01.03. The rule requires 100 feet between a drainfield and any well or domestic water supply, 50 feet between a septic tank and a private well, and 5 feet from a property line. On an older small parcel where the well and the drainfield both predate the current rule, the geometry may simply not comply, and there is no inexpensive fix. Pull the septic permit and the as-built before you write, not after the appraisal.
VA Circular 26-22-17 eliminated the requirement for an ongoing HOA maintenance agreement or a joint maintenance agreement among owners on a private road or shared driveway. Chasing signatures from six neighbors on a gravel road is no longer the obstacle it was. What VA still requires is a recorded permanent easement or recorded right-of-way from the property to a public road, placed in the loan file. If your legal access is a handshake, a prescriptive claim, or an unrecorded understanding with the guy up the hill, that is a title problem, and title problems on North Idaho acreage take months, not days.
Two Minimum Property Requirements catch North Idaho listings constantly. A home with a wood-burning stove as its primary heat source must also have a permanently installed conventional heating system capable of holding at least 50 degrees in areas with plumbing — a lot of cabins and older acreage homes here do not. And any nonresidential use has to stay subordinate to the residential use and cannot exceed 25 percent of total floor area, which is worth checking on a shop house or a home-business parcel before anyone gets attached.
VA reports that close to 90 percent of VA-backed home loans are made with no down payment, and there is no private mortgage insurance and no FHA-style mortgage insurance premium at any loan-to-value. Since January 1, 2020, a buyer with full entitlement has no VA county loan limit either — lender credit and income standards still apply, but VA is not the ceiling. There is no prepayment penalty. You have to occupy the home. And if you draw VA compensation for a service-connected disability, the funding fee is zero.
A VA loan can buy a condo only in a VA-approved project. If the building has never been submitted to VA, a perfectly qualified veteran gets told no for reasons that have nothing to do with them — check approval before writing on a Coeur d'Alene or lakefront condo. Bare land is a harder no: the loan requires you to occupy the home you are buying, and a vacant parcel cannot satisfy that. Land can be financed as part of building a home you will live in. Fairchild is the reason a chunk of North Idaho's active-duty households exist. Here is what the commute actually is, how BAH works when you cross a state line, and the tax question that surprises people going the other direction than they expect.
The 92nd Air Refueling Wing hosts the base and describes itself as the largest KC-135 Stratotanker unit in the Air Force, with 68 aircraft. The 141st Air Refueling Wing, Washington Air National Guard, flies alongside it with about 1,088 assigned personnel. The 336th Training Group runs the SERE school, roughly 20,000 students a year across four locations. Add the 36th Rescue Squadron, the 92nd Medical Group serving more than 31,000 eligible beneficiaries, and an Armed Forces Reserve Center with around 869 Army Guard and Reserve personnel. Post Falls to the main gate area is about 37 road miles, roughly 26 of them on I-90 and the rest surface streets through Airway Heights. Rathdrum is about 41 miles, Coeur d'Alene about 46, Hayden about 49. Routing engines put the Post Falls run near an hour; real-world it lands somewhere between 45 minutes and an hour and a quarter depending on how I-90 through Spokane is running and how long the gate line is. That is a two-hour-a-day round trip on an average day. Drive it at 0600 on a Tuesday before you decide which town you want. Every mile east of Post Falls adds to it.
The Defense Travel Management Office is explicit: a member assigned to permanent duty in the fifty states who is not furnished government housing draws BAH based on rank, dependency status, and permanent duty station ZIP code. Three inputs. Your home address is not one of them. A member assigned to Fairchild draws the Fairchild-area rate whether they live in Airway Heights, Spokane, Post Falls or Rathdrum — moving into Idaho does not raise it or cut it. Rates reset every January 1, so pull yours live from the official DoD BAH Rate Lookup rather than trusting a number on a real estate site, this one included.
Get the direction right: Washington has no personal income tax. Idaho charges a flat 5.3 percent, effective January 1, 2025. The usual North Idaho relocation pitch about income tax savings applies to buyers from California or Oregon. It does not apply to you if you are coming across from Spokane. On the military pay itself, the Idaho State Tax Commission states that being stationed in Idaho does not make you an Idaho resident, and that Idaho does not tax military income where the home of record is another state. An Idaho-home-of-record member on active duty 120 or more consecutive days stationed outside Idaho can deduct that active-duty pay. The line item nobody models: a spouse who is an ordinary Idaho resident working in Washington pays Idaho's 5.3 percent on those wages with no credit for tax paid to Washington, because Washington charged none. That is a real monthly number. Idaho State Tax Commission, or a tax professional, before you set a budget.
Every one of these is a separate agency and a separate application, and most of them have to be renewed. The property tax benefit is the big one and it is the one people miss, because the window closes April 15 and nobody sends a reminder.
Read the eligibility lines carefully, because they are not the same test. The $1,500 property tax benefit accepts a 100% service-connected rating or compensation at the 100% rate for individual unemployability, and has no income limit at all. The Idaho State Parks Veteran Pass does not — its application states that if you are rated lower than 100% but compensated at the 100% rate due to unemployability, that does not meet the requirements. Idaho Fish and Game sets a lower bar than either: a 40% or greater service-connected rating gets a resident DAV license at $5, with deer tags at $10.75 and elk at $16.50. On property tax, Idaho Code 63-705A allows a veteran to qualify for both the veterans benefit and the Circuit Breaker, but the combined reduction can never exceed the actual tax bill. A VA purchase on North Idaho acreage is a document problem before it is a negotiation problem. The well test has to be pulled by a disinterested third party and it expires in 90 days, so it gets ordered on a schedule, not whenever someone remembers. The septic permit and as-built come out of the Panhandle Health District file early, because the 100-foot drainfield-to-well separation either exists or it does not and finding out at the appraisal is finding out too late. Legal access gets confirmed as a recorded easement, since VA dropped the maintenance-agreement requirement but kept that one. On a wood-heat home, the backup heating system gets verified before the offer, not after the MPR list comes back.
A PCS timeline is a different animal. Report dates do not move, the house-hunting window is usually a handful of days, and the seller on the other side has no idea what a VA appraisal turnaround looks like. That means pre-touring on video before you fly in, a shortlist that has already been screened for the things that get VA files kicked, and a written offer structure that gives the listing side a reason to accept a VA buyer over a cash offer.
